Duncan Glass - Managing Director

Duncan Glass joined PSA Halifax in February 2025 as a Managing Director. Duncan brings over 30 years of experience in the shipping and port operations industry. He has a proven track record of enhancing terminal operations, productivity, and customer service. He has implemented technology changes and process innovations to drive efficiency. Duncan held leadership roles in Argentina and Chile, including his position as Terminal Manager of Exolgan Container Terminal, the largest container terminal in Buenos Aires. In this role, he has managed operations, engineering, IT, and government and community relations for a terminal with a capacity of 1.2 million TEU and a team of over 650 people.

Andrew Snelgrove - Chief Financial Officer

Andrew Snelgrove - Chief Financial Officer

Andrew joined PSA Halifax as Chief Financial Officer in 2016, following five years as CFO of Clarke Inc., a publicly traded company specializing in merger and acquisition opportunities. Experienced in building high performance finance teams, Andrew earned his Chartered Accountant designation in 2006 and now leads PSA Halifax’s finance function, directing corporate governance and financial reporting from Board of Directors, through senior management and to all PSA Halifax’s staff. Delivering on solid leadership and communication skills Andrew’s goal-focused approach further encompasses treasury, tax, accounting, budgeting, and risk management disciplines, while maintaining an advisory capacity for potential investment opportunities. Andrew is a member of the Chartered Professional Accountants (CPA) of Nova Scotia.

Monica Smith - Head of Human Resources

Monica Smith - Head of Human Resources

Monica joined PSA Halifax in 2012 and is responsible for Human Resources including recruitment, retention and development of staff. She provides a critical link between PSA Halifax, Halifax Employers Association, International Longshoreman’s Association and the Nova Scotia Workers Compensation Board to find and build best practice. Monica is also in charge of Executive Administrative support to CEO, the Board Of Directors and PSA Halifax Senior Management. Prior to joining PSA Halifax, Monica’s career in the Hospitality industry and with Protocol for the Province of Nova Scotia instilled a determination to ensure that plans, people and organisation are at all times fit for purpose and capable to deliver great results.

Pablo Boulin - Chief Operating Officer

Pablo Boulin - Chief Operating Officer

Pablo joined PSA Halifax in 2021 and currently serves as Chief Operating Officer, responsible for overseeing operational execution and development across the terminals. He plays a key role in delivering PSA’s commitment to safety and operational excellence, while continuously enhancing processes to strengthen performance and maintain competitiveness in a dynamic global environment. Pablo began his career at Exolgan Container Terminal, a PSA terminal in Buenos Aires, in 2007 as a Yard Planner and was appointed Head of the Planning Department in 2009. In 2011, he returned to his hometown of Mendoza to explore the freight forwarding industry before rejoining Exolgan in 2013 as Project Manager, where he led the implementation of a new Terminal Operating System. From 2015 until joining PSA Halifax, Pablo served as Planning and Operations Development Manager, where he also oversaw the implementation of OCR systems on Exolgan’s quay cranes. Pablo is an Industrial Engineer, graduated from Universidad Nacional de Cuyo in Mendoza, Pablo also holds an MBA from Torcuato Di Tella University in Buenos Aires.

Justin Lewis - Head of Operations

Justin Lewis - Head of Operations

Justin joined PSA Halifax in July 2025 and currently serves as Head of Operations, responsible for overseeing operational execution and driving continuous improvement across both terminals. He leads the organization’s efforts to enhance safety, operational performance, and service delivery, while ensuring PSA Halifax remains competitive in an evolving global supply chain environment. Justin brings over 20 years of experience across rail, bulk terminals, container terminals, and transloading operations. Prior to joining PSA Halifax, he served as Chief Operating Officer and Terminal Manager at PSA’s Ashcroft Terminal in British Columbia. During his tenure, he played a key role in the terminal’s growth and performance, leading major operational initiatives, advancing safety standards, and delivering high-value service to customers. Justin has completed executive education programs at INSEAD and Vlerick Business School, further strengthening his strategic leadership and global operations expertise.

Frank Wright – Head of Engineering

Frank Wright - Head of Engineering

Frank joined PSA Halifax in 2016 as Controls & Cranes Projects Superintendent. Frank is responsible for ensuring the specification, procurement, delivery and implementation of all new equipment. Frank and the engineering team will ensure the highest level of maintenance, readiness and repair to Terminal Equipment and installations in order to maintain the operational viability of the terminal. Frank was born in Johannesburg, South Africa and started his professional career with Gold Fields Mining company, where he had a variety of electrical and mechanical responsibilities, while also completing his Engineering Studies. Over the next 18 years, Frank amassed a wealth of knowledge of container handling equipment in various roles with world-leading organisations including APM Terminals, ZPMC, Portquip Africa, Noell Germany and Kone Cranes, furthering his education with ABB University, Germany and with Siemens, Shanghai.

Ron Twohig - Head of HSSE, Compliance & Integration
Ron Twohig Head of HSSE, Compliance & Integration

Ron joined PSA Halifax in 1995, as part of the operations group. As Health & Safety, Security & Environment Manager he is responsible for safe and secure terminal operations, with specific focus as the Marine Facilities Security Officer, under the Marine Transportation Security Code, on the integrity of our physical security including access and egress of all personnel and cargo. Formerly PSA Halifax’s Operations Manager, Ron brings to the HSSE role a depth of experience that ensures collaboration with all critical terminal functions, including all staff functions and unionized workforce. Ron started his career looking after both domestic and international shipments within the seafood industry in Nova Scotia. He moved into marine operations roles with vessel Agencies, prior to joining Maersk Line (Halifax) in 1989. Here Ron dealt primarily with intermodal business and vessel operations, providing the right springboard to his more recent Terminal roles.

David Beaton - Chief Information Officer

David Beaton - Chief Information Officer

David joined PSA Halifax in 2025 as Chief Information Officer and is responsible for leading strategic IT initiatives to drive growth and innovation for the Business Unit. He collaborates with members of the executive team to strategize, establish, and implement technology solutions that address complex business challenges. David is also responsible for identifying the company’s long-term technology needs and maintaining the Strategic Roadmap. Prior to joining PSA Halifax, David spent 10 years in the transportation sector as Director of IT and Business Process. Before that, he held senior roles implementing enterprise-level business solutions with multinational supply chain companies. David holds an engineering degree from the University of New Brunswick and an MBA from Dalhousie University.

Dean Robinson - Chief Commercial Officer

Dean Robinson - Chief Commercial Officer

Dean Robinson joined PSA Halifax in 2026 as Chief Commercial Officer. He brings over 25 years of international leadership experience in commercial strategy, business development, and strategic marketing across the ports, logistics, and transportation sectors. Throughout his career, he has built a strong reputation for driving sustainable cargo growth, strengthening carrier and shipper partnerships, and positioning terminals for long-term competitive success. Prior to joining PSA Halifax, Dean served as Commercial Director at Asyad Container Terminals in Oman. He has also held senior leadership roles with Hutchison Ports and the China ASEAN Fund. Dean holds an MBA from McGill University and a bachelor’s degree from the University of British Columbia, and is proficient in Mandarin Chinese.
